Description: Participates in development, planning & implementation of departmental goals & objectives. Assesses, plans, implements, evaluates, supervises, & ensures optimal patient care delivered to surgical patients according to established standards of care. Provides & supports functional direction through effective leadership & Quality Improvement principles. Ensures quality patient care & employee satisfaction. Plans, directs, & supervises daily operational activities of staff in operating rooms. Serves as liaison between supervisors, physicians, nursing personnel, patients/families & other departments. Directs smooth transition of patient care activities during perioperative experience. Coordinates departmental activities. Directs flow of surgical schedule as appropriate. Assumes duties of Operating Room Director during absence or as assigned. Supervises assigned staff.

Essential Functions:
- Reviews, evaluates, & documents employees performance by means of probationary & annual performance evaluations. Encourages cross-training & independent initiative. Ensures optimal performance met. Ensures departments have adequate resources & training. Identifies & removes barriers related to efficient daily operations. Develops & evaluates staff recruitment, assessment, & retention plans for O.R. program for continuing education. Serves as liaison w/ Human Resources. Ensures all paperwork, processing, tracking, & appropriate documentation complete & accurate. Assists supervisor in recruitment, interview, selection, & hire process.
- Develops, establishes, & maintains inter-organization contact w/ various groups, entities or department. Ensures adequate flow of information & cooperation at all levels.
- Interprets & implements TJC, AORN, state & federal requirements recommendations w/in department/hospital. Ensures compliance.
- Delegates authority & responsibility to staff based on competency & capability. Assists in daily review of staff assignments & specialty assignments through collaboration w/ Head Nurse & management team. Assumes duties of supervisor during absence or as assigned. Assumes duties of staff support, operations, or performance improvement & staff development role as needed.
- Serves as consultant to department members, managers, & physicians regarding orientation & staffing needs. Develops & evaluates staff recruitment & retention plans for O.R. program for O.R. staff.
- Collaborates w/ Head Nurse in monitoring & revising daily & future O.R. schedules to assure that appropriate staffing & resources are available. Plans, implements, & evaluates staffing pattern, in accordance to changes in surgical schedule & adjusts assignments to maximize use of resources & assure smooth flow of schedule. Reviews staffing & on-call schedules, patterns & changes to assure 24 hour coverage of RN & surgical technician staff.
- Develops & implements career ladders for staff in collaboration w/ management team. Develops reports & monitors professional qualifications & technical proficiency of staff for delivery of patient care on twenty-four hour basis. Reviews staffing schedules & patterns.
- Plans & develops orientation programs for operating room nursing & non-nursing personnel. Collaborates w/ external training directors to oversee student orientation to O.R. Develops & evaluates O.R. preceptor program. Acts as preceptor & resource person.
- Serves as consultant to department members, managers, & physicians regarding operational needs. Establishes inter-departmental standards & procedures to resolve patient care issues. Ensures continuity of patient care.

Basic Qualifications:
- Minimum two (2) years clinical experience in program development and training, adult education theory and curriculum development, management of acute care or surgical nursing specialization.
- Bachelor's degree in nursing.
License, Certification, Registration
- Valid Hawaii RN license (must meet education requirement(s) for Hawaii State licensure).
- Current BLS for Healthcare Provider CPR or CPR/AED for the Professional Rescuer certification.

Additional Requirements:
- Knowledge of healthcare regulations, licensure requirements and risk management principles.
- Knowledge of management and organizational theory and techniques and group dynamics.
- Demonstrated knowledge of and skill in adaptability, conflict resolution, decision making, customer service, group presentations, group process facilitation, influence, interpersonal relations, oral communication, problem solving, project management, quality management, results orientation, systems thinking, team building, teamwork, and written communication.

Preferred Qualifications:
- Supervisory/lead or project management experience.
- Operating room management experience.
- Master's degree in nursing, healthcare administration, education, or related area.
- Demonstrated knowledge of and skill in word processing, spreadsheet, and database PC applications.
