### Summary
Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
This position is being filled under the Expedited Hiring Authority for Shortage Category and/or Critical Need Health Care Occupations.
**About the Position:**
This position is located in Child and Family Behavioral Health Services at Schofield Barracks, Hawaii.
U.S. Army Health Clinic-Schofield Barracks, or USAHC-SB, provides a wide variety of services and quality health care to the majority of the 36,000 Soldiers and their families assigned to the 25th Infantry Division, 8th Theater Sustainment Command, and other commands, as well as some military retirees. Schofield Barracks is nestled at the foot of the Waianae mountain range on the island of Oahu in Hawaii. The installation is located a few miles from the towns of Wahiawa and Mililani and is 17 miles from Honolulu. The 17,725-acre Schofield Barracks site was established in 1908 to provide a base for the Army's mobile defense of Pearl Harbor and the entire island.
Hawaii has many outdoor activities all year round including surfing, paddling, diving, fishing, and hiking. Conversely, Hawaii has one of the highest costs of living in the United States. The rental market is also very high, as are vehicle operating costs. Before deciding to relocate to the Islands, you should thoroughly research the housing options and costs. arrison.hawaii.army.mil/
An adjusted Cost of Living Allowance (COLA) of 10.99% applies for federal employees in Hawaii. The adjusted COLA rate is not reflected in the salary shown for this position.

### Responsibilities
As a Counseling Psychologist you will:
Provide individual, marital, family and couples' group clinical counseling services to assist clients in identifying personal and interactive problems.
Develop individualized treatment plans based on identified problems and treatment needs for each case.
Utilize family systems theory, principals and techniques to resolve conflicts and in treatment plan development.
Provide in-services to primary care staff, specialty staff and other behavioral health staff on family systems, crisis intervention with families.

* This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.

### Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. **Basic Requirement for Counseling Psychologist:**
**Degree**: Two full academic years of graduate study directly related to professional work in counseling psychology, or a master's degree directly related to counseling psychology.
**In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:**
**Specialized Experience**: providing marriage and family therapy, developing treatment plans, and performing crisis interventions.
One year of specialized experience which includes This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
**Licensure**: A current, active, valid, unrestricted Master's Level counseling/psychologist license from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction is required.
