The Department is seeking a Information Technology (IT) Consultant to write a Request for Proposal (RFP) to hire a Contractor to develop, test, install, document, and train the Client Staff on a new Case Management System. This new case management system which utilizes the \"AGILE\" methodology with a focus on Business Process Engineering, would replace the existing IBM Lotus Notes Domino Case Management System, the Disability Compensation Information System (DCIS) that is housed in the Enterprise Technology Services (ETS) mainframe system, and integrate the SCF accounting management system. This new case management system will be owned by Client and the RFP shall make clear that the selected contractor shall transfer and assign all ownership and copyright rights to Client.

The IT Consultant will be conducting the following tasks:

* Interviewing/reviewing Client Staff regarding current work flow processes and future work flow processes

* Working with Client IT Staff to create a finalized current workflow diagram and future workflow diagram

* Producing the Request for Proposal (RFP) to be submitted for formal bid


* Produce an RFP based on Client's current state and desired future states that include milestones and breakdowns in cost and resources per milestone

* Be familiar with the AGILE methodology of project management

* Possess a strong command of the English language and grammar

* Understand Client's requirements and business objectives

* Provide strategic advice on using technology to achieve goals

* Manage IT initiatives and collaborate with in-house technical staff

* Have strong organizational, presentation and customer service skills

* Have a minimum of 5 years of experience as a Project Manager

* Have a minimum of 5 years of experience working and/or servicing in the IT industry

* Have a minimum of 3 years of experience with a case management system and/or similar-type of system

* Have a minimum of 3 years of experience working with either a State and/or Government-type agency

* Ability to manage a project with a set budget and allocating resources based on priorities

* Ability to facilitate strong communication skills between the project team, colleagues, and Contractor

* Ability to work with Contractor, Client Staff, and Client IT Staff to produce desired results

* Provide monthly status reports furnished with every reasonable proof, documented or otherwise, that work is being performed with the intentions and requirements of the contract specifications
